Owners of rent controlled apartments are required to file Violation Certification forms (DHCR form VC) and Operation and Maintenance and Essential Services Certification (DHCR form OMESC) to be eligible for MBR (Maximum Base Rent) increases.
Even if buildings have zero (0) rent impairing violations and zero (0) non-rent impairing violations, owners should be aware that qualification for and MBR increase is NOT automatic.
